
SALT LAKE CITY – Sanpete County Commissioner Chairman Scott Bartholomew has been appointed to the Utah Permanent Community Impact Board (CIB). He was confirmed by the Utah Senate on Feb. 28.
The CIB is a state panel that distributes millions of dollars in mineral, oil and gas lease money to cities and counties in rural areas.
Bartholomew replaces Nephi Mayor Glade Nielson, who lost his election and is no longer an elected official.
The CIB board is made up of 11 members, of which four positions are for elected officials.
According to Sarah Nielson, the public information officer for the CIB, with the Nephi mayor no longer in office, the Six County Association of Governments (AOG) is responsible for selecting a locally elected official to represent the AOG on the board.
In addition to the Six County AOG, one elected official represents Carbon, Emery, Grand and San Juan counties on the board. Another elected official represents Duchesne, Daggett and Uintah counties. A fourth elected official represents Beaver, Iron, Washington, Garfield and Kane counties.
There is also an elected official on the board from each of the two counties that produced the most mineral money during the previous four-year team, which would be prior to their appointment.
The other five positions on the CIB are made up of the following: the chair of the Board of Water Resources; the chair of the Water Quality Board; and the department director, state treasurer and chair of the Transportation Commission.
Bartholomew has served as a County Commissioner since 2013. He ran unopposed in both 2014 and 2018, but is expected to be challenged this year from within the Republican Party.
Bartholomew is a graduate of Southern Utah University, and just recently retired from the Gunnison Telephone Company. He has also served as the Sanpete County representative on the Six County AOG.
